Construction Site
This Project is in Beijing National Environmental Protection Industry zone in Maju Town, Tongzhou District, Beijing, and 15.5 km away from central city.
Scope of Works
Building up a concentrated heating center for industry enterprises, with supporting area of 800,000 m2.
According to scope and technical plan of the Project, scope of works are as follows:
1. Construction: Constructing 6000 m2 of heating boiler and supporting facilities.
2. Equipment purchase and installation: two 14 MW steam boilers and five 14 MW hot water boiler.
3. Heating pipeline: 3.3 km of pipelines with different sizes.
Total Investment
Total investment is 54.98 million yuan, including construction investment of 49.18 million yuan and 5.8 million yuan circulating fund.
Present Situation
Being additional part of the heating Project in the zone, this Project is still in its initial planning phase and is going to invite business in BOT operation way.
Intended Business Mode and General Conditions
The Project invites investors to invest in construction and operation of heating center in National Environmental Protection Zone, introducing market competitive system, reducing construction cost and improving return and quality of investment.
1. Conditions provided by Project owner:
(1) Concession period of the Project is 20 years.
(2) Providing raw materials and energy in appropriate prices.
(3) Licensing Project company free use of land during construction and operation of the Project.
(4) Project company providing related preferential taxes, such as tariff for imported equipments and income tax during operation period.
Related charge standard including heating price can be adjusted according to Beijing heating price management standard and through discussion with the zone.
2. Requirements on partners:
(1) Shall have required capital, management and technical capabilities.
(2) Shall provide services meeting environmental protection standards and safety standards.
(3) Shall have appropriate charging standards for users.
(4) Ensuring good repair and maintenance works for equipments.
Construction Time
Project construction is planned to start from April of 2004 to later 2006. All building and part of installation works will be finished in 2004 and the Project will be put into operation later 2004. In 2005 and 2006, it's mainly to conduct equipment installation and operation responding to increase of industrial enterprise users in planned area.
