Project Brief
The base locates in Maju Qiao Town of Tongzhou District, starting from the express way east of Yi Zhen satellite city on the east to Jing-Jin-Tang express way on the west, and from South 6th Ring Road on the south to southern bank of Liang Shui River on the north. It's close to many hi-tech industry parks and modern manufacture bases including Beijing Economic and Technology Development Park, Beijing Opto and Electromechanical Industry Base, Beijing National Environmental Protection Zone and Beijing Tongzhou Industry Development Park. Planned land area is 3.18 million m2 and the total constructed area is 3.69 million m2, including 342.08 ha for freight and 3.18 million m2 for construction.
In the base, there are many function areas. The port function area provides integrated international freight services, based on port trade and including international import and export trade services such as custom supervision passage, container business, transit trade, application to customs for import and export, domestic and overseas freight agency, loading cargos, labor service, trade information consultation and technical services. The industry freight area provides supporting freight services to development parks like Beijing Economic and Technology Development Park, Beijing Opto and Electromechanical Industry Base and Beijing National Environmental Protection Zone. The civil freight area develops city distribution and freight services facing urban Beijing. The base also has functions such as inland port, cargo distribution, goods distribution, circulating and process, goods inspection and freight information, etc.
At present, land area can be used for Project construction is about 271.43 ha, including 162.43 ha for port function area, 75 ha for industry freight area and 46.3 ha for civil freight area. First phase of the base construction began from 2003, and its planned investment is 500 million yuan. First class development and infrastructure construction works for 2.5 km2 land will be completed in 2005 and reach the construction requirements of "10 transits and 1 smooth". All construction works for municipal basis and supporting facilities for the construction land will be finished in 2005.
There have been 6 enterprises that have signed contracts and entered the base, altogether 70.65 ha land have been developed and total planned construction investment has reached 685.2325 million yuan. Business scope includes cargo distribution, software research and development, storage, container freight, cargo agency and exhibition marketing and so on. October of 2003, a delegation consisted of officials from UN purchase agency, inter-department purchase service department and Project service department has visited the freight base and expressed interests about further cooperation.

Famous international or domestic large investment group, cargo agency company, shipping company or freight real estate investors engaged in third-party freight, new type freight, circulative process, freight information and consultation, freight technology support and training; freight service enterprises serve the Olympics directly; enterprises meet freight and distribution requirements of new hi-tech industry, including various industry bases in areas like eletronic and information, advanced manufacture, bio-engineer and new medicine, new materials and application technology, all of which meet the requirements of municipal construction and economic development of Beijing and serve local industrial development.
General Conditions
0.8-1.0?Investment of enterprise shall be over 2000 yuan/m2 (constructed area), responding production value to 4000 yuan/m2 (constructed area), tax 350 yuan/m, and employ at least 2 local person/1000 m2 (constructed area). According to enterprise construction standard, construction height of entering enterprises shall be 24 m to 45 m, and dimension rate shall be controlled at 0.8 to 1.0.
Policies
Beijing Golden Horse Freight Industry Base Development and Construction Company, Ltd. will be responsible for land exploration and infrastructure construction, provide construction land with "10 transits and 1 smooth", and provide supporting services to clients such as related procedures for construction and operation. The company will also take part in the operation and management in cooperative ways like setting up joint venture, cooperative company or investing land.
