Base Brief
Beijing Shunyi Beijing Airport Logistics Base is one of the three biggest freight bases in Beijing, and the only international air-land freight center. With a land area of 6.2 km2 and initial developed area of 1.55 km2, the base is a major Project listed in the top 60 Projects for 2003 and 2004 and was named as "Chinese Freight Pilot Base". Having been planned together with capital airport that will be expanded soon and the airport's freight area, the base has a scientific arrangement and "seamless connection", which can fully meet requirements of airfreight for speed and quality and reduce freight cost to the minimum. Based on support of capital international airport, depending on developed roads and light railway network, helped by railway and sea transport, the base will invite enterprises engaged in international and domestic cargo division, arrangement, processing, storage, distribution, exhibition and marketing, to provide a freight platform for import and export cargo distribution of Beijing and purchase and retail activities of Chinese and foreign companies. Since its establishment in July of 2003, the airport freight base has been keeping pursuing its goal of "building up a first class international freight base" and made great progress in regulation and construction, business invitation and so on.
Airport freight base is close to capital international airport on the south, 15 km away from central city on the west, 160 km away from Tianjin on the east. A large road network including 101 State Road (Jing-Mi Road), city light railway, 6th Ring Road, Jing-Cheng Express Way and Airport Express Way. Now it also has the Airport North Gate Road running across the base from north to south, Shunping Road and Shunyu Road from east to west. Total length of road in Shunyi District where the base is located is 1516 km, road density there has reached 150 km per km2, which is in a leading place in the country and is a great advantage for developing modern freight industry.
With capital international airport, Tianzhu export and processing zone, Beijing Modern Vehicle City and Sports Venues for Olympics in the neighborhood, the airport freight base has countless commercial opportunities in the regional economic environment. There are over 100 famous international enterprises from more than 30 countries, including JVC, SONY, Panasonic, Citizen (China), LG Electronics, Motorola, Airbus, Ericsson, Crown, China International Air Company, Wanke City Park, Airport International Storage and Human Gene Research and Development Center. Shunyi New City construction on the east and airport construction on the west are joining the successful development of the freight base.
Scope of Works
1. Third party freight Project
According to detailed planning of Beijing Airport Freight Base (first phase is 1.55 km2), third party freight enterprise and circulative processing enterprises are focuses of development in this area. There are 80 ha of lands have been exploited and the rest 75 ha first class land have completed "7 transits and 1 smooth". All enterprises that meet entry conditions of the airport freight base can negotiate with the base for business invitation Project.
Business invitation in this region mainly faces to two types of enterprises:
(1) Third party freight enterprises: especially those headquarters-type enterprises employ modern freight technologies and conduct trans-region settlements are preferred.
(2) Modern circulative processing industry: capital international airport nearby will provide first class custom services to enterprise with its new freight area. Modern circulative processing enterprises that employ airfreight, especially hi-tech enterprises are preferred.
2. Airfreight enterprises: airport freight base and capital airport group company will develop jointly the new freight area of capital airport, airfreight area, according to the principle of 5-joint--"joint planning, joint investment, joint construction, joint operation and joint benefit". Major constructions include one-stop custom facility (custom first class supervision warehouse, second class supervision warehouse, bounded warehouse, express luggage supervision warehouse and export assembling warehouse) with functions of custom and business inspection. After expansion of airport, this area, which will invited enterprises like airfreight company, international cargo agency company, express transportation, supervision (bounded) warehouse operation company, will become the highest efficient area in China airfreight areas.
3. Airport Commercial Area
According to overall planning of Beijing airport freight base, the airport commercial area, being a supporting area for airfreight area, will be built up south of Shunping Road and north of Capital Airport. Service facilities such as hotels, office buildings, banks, industrial and commercial agencies, tax agencies, custom agencies, commercial inspection agencies, food and beverage services will situate in the area, which will be core commercial area of the Capital Area. This area invites mainly domestic and overseas air companies, freight and distribution enterprises to set up headquarters in it.
4. First class freight center
According to overall planning of Beijing airport freight base, the airport commercial area, being a supporting area for airfreight area and occupying land area of 0.8 km2, will be built up south of Shunping Road and north of Capital Airport. Construction of first class freight center with functions such as cargo collection, transfer, distribution and load is to set up a cargo collection, transfer and distribution center that serves industrial and sales enterprises in Beijing, and provide integrated freight services including load platform, container stack, freight trade market, information center, solid warehouse, standard warehouse, management office building and so on for vehicle parts to production enterprises in Shunyi Vehicle City. Major construction works include load platform, container stack, freight trade market, information center, solid warehouse, standard warehouse, management office building and so on. This Project invites investors or Project legal person partners.
Infrastructure of the Base
Capital invested for first class land in first phase is 210 million yuan, providing high standard municipal facilities to domestic and foreign investors. There are two north-south main roads, two east-west main roads and several brunch roads newly built in the area. Total length of roads built in the first phase is 12800 meters, and the land area occupied by road pipeline network is 20% of total area, fully ensuring fluent transportation both in and out of the area. Water supply, which employs ringed pipeline network supply with safe, reliable, enough and high quality waters meet international standard, in the area is provided by the Third Water Plant in Shunyi Satellite city east of the base. There are two complete drainage pipelineline networks for rain and sewage. Sewage runs into sewage treatment plant through main pipeline in the area and municipal pipelines of Shunyi District, while rain runs into rivers through east-west and south-north pipeline networks. Two 110 KV transformer substations provide power supply to the area with two lines with high-quality and reliable services 24 hours a day. Aimed at "green base", the airport freight base will no longer use coal boiler, which will be replaced by electric boiler. The main natural gas pipeline east of the base will enter the base and form a loop-line gas network, ensuring safe and fluent gas delivery. The base is building up a "digital freight base" jointly with Beijing Communication Company of CNC, setting up sub telecom agency in the freight base, providing wideband service and employing preferential telecom charge standard. Besides, the base is cooperating with famous international information companies to establish public information platform for the base.
Function Areas
Scientific planning and reasonable outline are basis for accelerating the construction and development of the airport freight base. Therefore, in early period of the base construction, experts from three scientific research institutes, Freight Research Institute of Beijing Science and Technology University, Manalytics International Consultation Company from US and German Fraunhofer Freight Research Institute, have been invited to the base to submit jointly research results on Project analysis for airport freight base and Project design and decided to build up "4 platforms and 8 function areas", combining with international and domestic development experiences of freight bases and actual situation of the airport freight base. The above platforms and function areas are freight fundamental platform, information network platform, management service platform, environmental policy platform, airfreight area, joint inspection and business area, first class cargo center (including information platform and multi-type trade center), third party freight area, production material and freight processing area, airport bounded area, second class supervision warehouse and air cargo agency area, and new type business area. Those works have clarified a basic framework for construction and development of the freight base. In April of 2004, the limited detailed plan for first phase of the base prepared by Beijing Municipal Planning and Design Institute was the first one approved by Beijing Planning Council among the "3 bases and 1 port" of Beijing.
Investment Guide and General Conditions
Management committee of the base will insist on the principle of "not being eager for quick success and instant benefit, pursuing strictly the major measure index of investment per mu, tax per mu and labor employed per mu, and making fully use of land and advancing steadily". The freight base has also clarified the business in vitation ideas of depending on airport freight enterprises, centering domestic and overseas professional freight and headquarters-type enterprises, focusing on famous enterprises both in and out of the country, following the condition of industry integration, being implemented by new type business and high value-added freight processing enterprises, and pursuing the objective of maximum use of land. The airport freight base always conducts business invitation works, insisting on high-level design, high standard construction and management, and high-quality business invitation.
