Brief Project brief
With the oncoming of the 2008 Olympic games, the ever increasing transport volume of both travelers and cargos in and out Capital International Airport, and the rapid economic development of periphery such as Konggang industry district, the traffic volume of freeway to Capital Airport has already come to a saturation. It is observed that the average daily traffic volume has broken through 90,000 (standard minibuses) during 2003.
The northern-line freeway to Capital Airport connects the northern gate of Beijing airport and Jingcheng freeway, and has a total length of 11.219km. This road is designed to be an expressway, which will have the highest designed speed of 120km/hr, with the width of roadbed being 28m, and is two-way with 4 lanes plus continuous parking strip.
The total cost of this Project is estimated to be 1.257 billion Yuan, averaging 0.1 billion Yuan per kilometer. The internal earning rate will be 6.05% and payoff period will be 17.74 years according to preliminary financial analysis.
Beijing Planning Committee has given an official reply to the blueprints of this Project (Municipal Planning & Development No. [2004] 281). It is proposed that this Project will start up from October 2004, and be complete till the end of 2005.
Contents and Investment mode
The Olympic economy and market development recommendation meeting of "Investment in Beijing" is held to seek cooperative investors of the Project. The cooperative investors shall found a Project company together with Capital Development Company based on Investment Law of the People's Republic of China and relevant laws, regulations and specifications. The Project company will take charge of the financing, construction execution, management, maintenance, refunding and assets management, manage their business on their own and be financially independent. The Project shall be transferred to and in charge of authorization organization of Beijing city government once the Project expires.
The legal person of the Project will be changed to the Project company once it is founded by the approval of Beijing city government.
Brief introduction to the chief bidder
Beijing Capital Highway Development Co. Ltd. founded in 1999 is a large-scale state-owned enterprise established by investment of the city government, and undertakes construction, financing, running and management of freeways in Beijing. The total assets under control of the company exceed 30 billion Yuan till the end of 2003.
