Project brief
In order to strengthen the integrated power and competitive capacity of capital economy gradually and realize the development in the new century, Beijing Communist Committee and government brings out clearly: expand the total economic quantity by taking the impelling of modern manufacturing as the breakthrough point. In 2003, Beijing government released the (Beijing Release[2003] No.3), in which the construction of Beijing automobile manufacturing in ShunYi district was brought forward clearly.
Beijing automobile city investment and management corporation limited is mainly in charge of the following works: Project investment and financing of Beijing automobile manufacturing base, the execution of the planning scheme(including land confiscation, dismantling and construction of basic facilities), management and service work for the Projects selected by the automobile city.
Project conditions
1. location and traffic conditions
Beijing automobile manufacturing base (briefly named automobile base in the following) is located at the southeast of the ShunYi district, is 30 kilometers to DongZhiMen of Beijing, its southeast is next to the ShunYi LinHe industry district, its north and east is the central part of the ShunYi district. In aviation: it is 1 kilometer to the east of the capital aerodrome runway which is the largest national airport; In railway: it is 1.5 kilometers to the ShunYi railway station, and the Jing Cheng Railway penetrates the automobile base from north to south; In road: it is next to No.6 loop line, the ShuangHe Road penetrates the base from east to west, connecting with the ShunYi main road.
2. Development orientation of the automobile base
According to the future development aim of the automobile base, it will form an integrated automobile industry pattern including the following functions: manufacture and development for the complete automobile and components, automobile exhibition, automobile trade and operation, automobile tax-protected storage and modern goods flowage, service for automobile information and automobile literature and leisure etc. And it will be the international and modern automobile industrial base.
3. Development environment of the automobile base
The manufacture of Beijing automobile has experienced more than 40 years, and the industry foundation and matching capacity have been formed to some extent. These superiorities include not only the perfect upside industry, sale net and gas station etc. but also the financing services, quick constructed basic facilities of the city, especially the basic facilities of traffic. On the other hand, Beijing has the technique staff with rich experience and industry workers with high quality.
4. The general planning of the automobile base
The planned land area of Beijing automobile base is 6.25 square kilometers, which is divided into complete automobile manufacturing district, components manufacturing district, storage and flowage district and public service district.
5. The construction of basic facilities
The city planning of the construction of Beijing automobile base realize the ¨eight through one smooth? (including the putting through of road, rain, sewage, tap water, natural gas, electricity, telegraphy and Cable TV; the natural smooth of the land). Up to now, 2rd of 3 of the construction quantity of basic facilities has been completed, which includes:
? Road: road net is perfect
? Water supply: supplied by No.1 and No.2 water factory of Shun Yi district.
? Natural gas: the pipe net has entered the district
? Power supply: 110kv industrial electric power
? Telegraphy: the telegraphy branch is available
? Cable TV: the stations of cable TV are available
? Drainage: the rain and sewage are divided, the sewage treatment factory with the capacity of 40,000 m3 per-day is constructed.
Project content
The Project is located at the northwest of the automobile base, the west of JingCheng Railway, the north of ShuangHe Road, and the total area is 1133681 m2, among which the industrial area is 666821 m2, the storage area is 235119 m2, the area for public facilities is 231741 m2 (the above area don?t include the area of substituted road and green places).
Project objects
? Relative enterprises to the automobile industry ( including manufacturing enterprises for components such as engines, and bodies, manufacturing enterprises for automobile electronic product, decorating product and repairing products etc.)
? Goods flowage and relative enterprises (including the enterprises dealing with storage, transportation, packaging etc.)
? Matching service enterprises (including general exploiter or single architecture exploiter for the public matching facilities such as business office, meeting and exhibition, hotel etc.)
Project condition
? The investment quantity (including construction investment, equipment investment, property right) per-MU of the selected enterprises should not be less than 1,000,000 yuan;
? Accord with the requirement of environmental protection, it should be the industrial Project of class one or class two with no or little pollution to the dwelling districts etc.
? The relative automobile enterprises take the suppliers for class one or two components of the automobile as the main investor.
The favorable conditions
The automobile base provide the ¨eight through one smooth? construction land for those enterprises who manufactures the automobiles for passengers, for open country and for business which are according with the modulated scheme of Beijing automobile industry, and those enterprises who manufacture matching components, and the enterprises? investment within the automobile must be more than 1,000,000 yuan per-MU in average. The automobile manufacturing enterprises pay the land exploitation fees at the price of 30,000 yuan per-MU (and the divided payments is permitted).
When the automobile manufacturing base confiscates land and remise the land right owned by the nation to the manufacturing enterprises, the government of district or city where the automobile base is located avoids charging the following fees:
The district and town government doesn?t charge the city planning public construction fees, ¨four resource? basic facilities construction of the city, the confiscate capital of the land;
The city government doesn?t charge the plowland digging up fees, land confiscate management fees, flood prevention fees, spare money for lack of allowance for the exceeded transferring people during the land confiscation, the repaying land-use fee of the newly increased construction land.
