Catalogue of Products of High Water Consuming Technology Restricted and Prohibited in Industry in Beijing (The First Batch) is formulated and issued by Beijing Development and Reform Committee in compliance with the industrial policies of the state and in combination with the current situations in Beijing to fully carry out the essence of the 16th National Congress of the Communist Party of China and the CPC Economic Working Conference, ensure full, coordinative and sustainable development of economy in Beijing, enhance reasonable use and protection of water resource, promote utilization ratio of water, alleviate the contradiction between the rapid development of industry and economy and the increasing shortage of water resource in Beijing, further develop the management of save on water and planned use of water, and guide investment of industrial and commercial enterprises, financial institutions and the society.

I. This catalogue severely restricts and prohibits newly-established and introduced industrial projects of high water consuming technology, positively promotes new water-saving technology, technique and equipment, make new breakthrough in water intake and water recycling ratio of industry of output value over ten thousand yuan, and make new contribution for sustainable development of economy in the capital.

II. The water consumption index of new projects shall meet the requirement of water-saving quota, and shall be verified by municipal water-saving administration department and reported to Development and Reform Committee for examination and ratification if the products under the new projects are in the restriction scope of this catalogue.

III. The new enterprises shall not be registered, the products manufactured shall not be granted with manufacture permission, and fixed assets investment shall not be ratified if the products under the new enterprises are restricted in this catalogue.

IV. This catalogue is subject to interpretation by Beijing Development and Reform Committee.
