Beijing Tianzhu Export Processing Area
The export-oriented processing area, established with the approval of the State Council in April 2000, is one of the first group of 15 export-oriented processing areas set up in China on the trial basis. It is Beijing's only state-class export-oriented processing area. As the customs' special area under closed management, the area operates according to international practice to provide export-oriented processing enterprises with looser and more convenient environment in operation.
Located in Zone A of the Airport Industrial Zone, Tianzhu is 1km from the Capital International Airport. It is planned to cover 2.726 km 2 . The first phase of development covers 1.251 km 2 , housing 10,000 km 2 of good examination ground, 10,000 km 2 of warehouses for goods under supervision and control, and 30,000 km 2 of standardized factory premises. Complete with necessary infrastructural facilities, it is divided into the following functioning zones:
Management and Service Zone, Customs Supervision and Control Zone, Standardized Factory Premises Zone, and Processing Enterprises Zone. The goal for development is as the follows: Turning the area into a zone of Beijing with most concentrated group of export-oriented enterprises, the largest export scope and the widest opening degree? and it is set to become a pioneering area in Beijin in industrializing high technology, a major export area, and an exemplary area involved with processing trade.
Following organizations can be set up in the export processing zone:
1. Export-oriented processing enterprises;
2. Warehousing enterprises that provide export-oriented processing enterprises with special service;
3. Transport businesses that handle import and export goods with ratification of the customs;
4. Various hi-tech industries encouraged by the processing area to develop, such as those engaged in electronic information, biological medicine, optics-machinery-electronics integration, and new materials,etc.
Tianzhu encourages establishment of export-oriented enterprises by fully using overseas resources, and follows the simplified customs procedures characterized by "one station declaration, one station examination and one station inspection."It specially encourages development of enterprises whose products are high in technology, small in size, high in added value, and pollution-free, as well as warehousing enterprises. Enterprises in the area enjoy preferential policies such as tax exemption, bonded taxes and tax payment refunded.
