3. Working Procedures
The ownership tender will have two steps: the "prequalification" and the "full tender". The prequalification is for the bidder's qualification (plans for construction, finance and operation) to determine the short-listed candidates. The final bid winner will be determined through the full tender.
The ownership tender will start from end-October in 2002 and expected to end in December 2003. The whole tender procedures will have different stages: preparation work, pre- qualification, full tender, bid winner determination, agreement signing and project design implementation.
